On July 29, 2025, President Donald Trump signed into law a critical piece of legislation that could offer life-changing relief for thousands of veterans across the country — the VA Home Loan Program Reform Act (H.R. 1815).
This new law directly addresses a pressing crisis: nearly 70,000 veteran homeowners are currently 90 days or more behind on their mortgage payments. With this bill, there is now a clear path toward stability and a second chance at homeownership for our nation’s heroes.
The VA Home Loan Program Reform Act establishes a partial claim program within the U.S. Department of Veterans Affairs (VA). While similar support exists through other federal housing agencies, this is a first for the VA, marking a major shift in how the agency supports veterans at risk of losing their homes.
Modernization of the VA Loan Program: With this act, the VA system becomes more responsive to the financial struggles of today’s veterans.
Expanded Homelessness Prevention Support: The bill also includes additional funding for the VA -
Grant and Per Diem Program, which supports local organizations working to help veterans facing homelessness.
